Ukrainian Intelligence Disclosed Information on the Design and Manufacturing of Iskander-K Cruise Missiles

The Main Directorate of Intelligence of the Ministry of Defense of Ukraine has released new information on Russian cruise missiles associated with the Iskander-K operational-tactical missile system via the War&Sanctions portal. Within the “Means of Destruction” category of the “Components in Weapons” section, the portal now includes an interactive 3D model of the 9M727 missile, along with detailed data on the enterprises involved in its production.

The publication allows for a close examination of the missile’s design and outlines the production chain, from development to the manufacture of key assemblies. According to the released materials, a central role in this process is played by the Novator Design Bureau, which is part of the Almaz-Antey concern. In addition, the intelligence data indicate that the production network involves 39 other enterprises from Russia’s defense industry, as well as one company based in Belarus.

These companies are responsible for the development of the warhead, the turbojet engine and its components, satellite and inertial navigation systems, electronic modules, and other critical components required for the operation of Iskander-K missiles. The published materials illustrate the extent and complexity of the production network supporting this weapons system.

The report places particular emphasis on the fact that some of the enterprises involved in missile production have so far avoided international sanctions. Specifically, 8 out of 41 identified companies were not subject to any sanctions imposed by the sanctions coalition at the time of publication. These include the Tambov-based Elektropibor plant, which produces the GIB-123-4 inertial navigation system; the joint-stock company Vysokiye Tekhnologii, responsible for manufacturing gas generators for the TRDD-50B turbojet engines; and the Volzhsky Electromechanical Plant, which supplies components for the 9B914 active electronic countermeasure stations.

The War&Sanctions portal provides a complete list of the enterprises involved, including their identification details, areas of activity, roles within the production network, and information on whether sanctions are currently in force or absent. These data may serve as a basis for further international decisions aimed at restricting the operational capacity of Russia’s defense industry.

The Main Directorate of Intelligence of the Ministry of Defense of Ukraine notes that these weapons are currently being actively used by the aggressor state against Ukraine, but in the near term they may also pose a direct threat to other countries. From this perspective, the synchronization of sanctions, increased pressure on the production chains of Russia’s defense industry, and continued support for Ukraine are identified as key factors in constraining aggression and contributing to the restoration of security not only in Europe, but beyond its borders as well.
