Within two days, Ukraine signed two agreements on joint drone production, in collaboration with Norway and the Netherlands. The first agreement, with Norway, was signed by Ukraine’s Defense Minister Denis Shmyhal and his Norwegian counterpart, Tore Sandvik.
According to Shmyhal, the agreement provides an opportunity to significantly expand Ukraine’s production capabilities and strengthen its defense. The next step is the launch of a pilot production line in 2026. At the same time, both parties will work on scaling up production capacity to transition quickly to large-scale manufacturing of the systems.

“Ukraine will share its experience and innovations with Norway. In return, we will gain a strong production platform to supply our forces with modern drones, as well as opportunities for research and design collaboration with leading Norwegian institutions,” stated Ukraine’s Defense Minister.
Shmyhal also expressed gratitude to the Norwegian side for their support, emphasizing that the project serves as a notable example of partnership cooperation, strengthening defense capabilities not only for Ukraine but for the broader democratic world.

Later, information also emerged about a joint Ukrainian–Dutch drone production initiative. Denys Shmyhal signed an agreement with Dutch Defence Minister Ruben Brekelmans to launch this cooperative manufacturing effort.
The agreement paves the way for joint production of Ukrainian unmanned systems, with manufacturing possible both in Ukraine and in the Netherlands. Shmyhal noted that Ukraine continues to expand the output of its defence technologies in cooperation with international partners. According to him, production tasks will be divided between the two countries. The drones are to be procured by the Dutch side and subsequently supplied to Ukraine’s Defence Forces.

In addition, the Netherlands announced €250 million in funding for the PURL initiative. On behalf of Ukraine, Denys Shmyhal expressed gratitude to the Netherlands and Defence Minister Brekelmans for their consistent support.
Recently, the Ukrainian company Ukrspecsystems released a video of its Shark UAV produced at a new manufacturing facility in the United Kingdom. The company’s drones have already been tested in demanding combat conditions, which has drawn the attention of several foreign defence agencies. British investment in the production of Ukrainian UAVs in Suffolk is part of a broader industrial partnership between the two countries. According to the company, these joint projects aim to strengthen the defence capabilities of both states, support technological development, and build the infrastructure needed for faster manufacturing of systems relevant to modern battlefield requirements.
