U.S. Approves $266 Million Sale of Equipment and Services for F-16s to Ukraine

The U.S. State Department has approved a potential sale of military equipment and services to Ukraine valued at just over $266 million. The deal includes maintenance support for F-16 fighter jets and the transfer of associated equipment. The agency issued the certification for the sale and notified the U.S. Congress.

The package includes the Joint Mission Planning System (JMPS), AN/PYQ-10 Simple Key Loaders (SKL), the Component Improvement Program (CIP) for engines, spare parts, classified and unclassified software, training equipment, repair services, weapon software support, and technical assistance.

According to the U.S. Defense Security Cooperation Agency (DSCA), the approved sale will strengthen Ukraine’s ability to address current and emerging threats, supporting its self-defense and regional stability. The statement highlights that the proposed deal will enhance Ukraine’s capacity to conduct self-defense and regional security missions through an improved air defense capability. The agency also noted that Ukraine is unlikely to face any difficulties integrating the F-16 equipment and services into its armed forces.

The primary contractors for this package are Sabena (Belgium), Lockheed Martin Aeronautics (Texas, USA), and Pratt & Whitney (Connecticut, USA). The agreement does not include any offset arrangements and will not require additional U.S. personnel in Ukraine for its implementation.

The DSCA emphasizes that the agreement will not negatively impact U.S. defense readiness or alter the regional military balance. Instead, it aligns with U.S. foreign policy objectives to strengthen the security of its European partner while promoting political stability and economic progress. The deal is intended to enhance Ukraine’s defense capabilities, allowing it to respond more effectively to threats.

The approved cost represents the highest estimated value, with final amounts to be determined based on specific requirements and agreements.
