The United Kingdom has begun producing and co-developing advanced military equipment in partnership with Ukraine’s defense industry under a new technology-sharing agreement, according to an official government statement. The first project under this deal is Project OCTOPUS – an interceptor drone for air defense, developed in Ukraine with input from British scientists and technical specialists.

Planned mass production in the UK could deliver hundreds, or even thousands, of these drones each month for transfer to Ukraine. This cost-effective solution is intended to counter large-scale drone attacks from Russia. According to the UK government, the interceptor drones will be significantly cheaper than traditional air defense missiles, yet capable of destroying enemy drones and missiles before they reach their targets. The first batch of 1,000 drones will be sent entirely to Ukraine.

Ukraine and UK

The new agreement underscores the strengthening industrial cooperation between Ukraine and the United Kingdom. Last week, UK Defense Secretary John Healey visited Kyiv and signed a deal to expand the partnership, including joint development projects and intellectual property sharing. This agreement is one of the first of its scale with Ukraine and opens opportunities to increase production capacity, illustrating how the defense sector can drive economic growth.

UK Prime Minister Keir Starmer described the partnership as a landmark move, combining British and Ukrainian expertise to develop advanced drone technologies aimed at countering Russian aggression. “By leveraging the capabilities of our world-class defense industry, we are not only helping Ukraine defend itself against Putin’s attacks, but also creating jobs in the UK, boosting economic growth, and securing our own future,” he added.

Defense Secretary John Healey noted that the agreement gives the UK defense industry unprecedented access to cutting-edge developments while supporting Ukraine in its fight against the Russian invasion, demonstrating that the defense sector can be a powerful driver of economic growth. “The Ukrainian people continue to show remarkable courage, both military and civilian. The UK will continue to strengthen support for Ukraine in this struggle, while working with the Coalition of the Willing to ensure a fair and lasting peace for Ukraine in the future,” Healey added.

The results of Project OCTOPUS are already being applied on the battlefield. The interceptor has proven highly effective against Iranian-made Shahed drones, which are actively used by Russia. Notably, the cost of each interceptor is less than 10% of the drone it targets, making it an extremely cost-efficient solution.

Shahed

“Interceptor drones have already proven effective against Russia’s ‘Shahed’ attacks. We will continue to scale these projects, attract investment, and improve the technology to protect Ukrainian cities and civilians from Russian aerial strikes as efficiently as possible,” said Ukrainian Defense Minister Denys Shmyhal.

In 2025, the United Kingdom will spend £4.5 billion on military assistance to Ukraine, marking the largest level of support from London to date. Last month, the Defense Secretary also confirmed that the UK’s flagship program for training Ukrainian recruits will continue at least through 2026. In addition, London has committed to delivering over 5,000 air defense missiles and increasing drone supplies – from 10,000 units provided last year to 100,000 in 2025.
