The UK Ministry of Defence (MOD) has announced a significant $8.2 billion investment to accelerate the delivery of advanced comprehensive armaments to the Armed Forces, including Storm Shadow, Brimstone, and Meteor missiles. These investments, formalized through a 10-year Portfolio Management Agreement 2 (PMA2) with MBDA, are aimed at countering current and future threats, according to the company.
This agreement continues the strategic partnership between the MOD and MBDA that began in 2010. The Complex Weapons Group within Defence Equipment & Support (DE&S), the procurement arm of the Ministry of Defence, secured this deal, which has already saved approximately $3.3 billion and enhanced the UK’s response capabilities during conflicts.
According to the statement:
“The partnership with MBDA, signed with Defence Equipment & Support (DE&S), the Ministry of Defence’s procurement arm, is expected to deliver new systems to the UK, including the Future Cruise and Anti-Ship Weapon, Land Precision Strike, and will continue the evolution of the Meteor missile system. This will enable continuous production, keeping the industry in a high state of readiness to respond to defense needs. Additionally, $630 million will be invested in British manufacturing and technology as part of this partnership.”.
The agreement aims to preserve over 5,500 jobs at MBDA’s UK facilities in Bolton, Lancashire; Stevenage, Hertfordshire; and Bristol, as well as thousands of additional jobs throughout the supply chain.
Newly appointed Defence Secretary John Healey announced the contract signing at the Farnborough International Airshow. Healey emphasized the importance of continuity in national security efforts: “The Farnborough International Airshow showcases the best achievements of British industry and how a strong industrial base ensures our security and supports economic growth in the UK. As Defence Secretary, I want to remove politics from national security, so where important work initiated by the previous government is concerned, we will continue it in the interest of national security.”
The Ministry of Defence notes that MBDA has played a crucial role in producing various complex weapon systems for the British Army, Royal Navy, and Royal Air Force (RAF). These include Storm Shadow, Brimstone, Meteor, ASRAAM, ASTER (Sea Viper), CAMM (Land/Sea Ceptor), and Sea Venom missiles. Future projects include SPEAR Cap 3 for the F-35B Lightning II and a British-French collaboration on the Future Cruise/Anti-Ship Weapon (FC/ASW) for the Royal Navy and RAF.
Enda Start, Chief Executive of DE&S, emphasized the importance of renewing the partnership: “Extending this partnership for the next 10 years means we will be able to supply combat equipment to our Armed Forces while securing thousands of jobs in the UK and delivering significant savings for taxpayers. This is a great example of the value and importance of long-term strategic cooperation with our industrial partners.”
MBDA has invested over $700 million in the UK under the first PMA agreement and plans to invest an additional $630 million in British manufacturing and technology under PMA2.
John Cunningham, Head of Strategic Programs for Complex Weapons, highlighted the broader implications of the agreement: “These significant investments from the Ministry of Defence support our vision of ensuring the UK’s strategic influence, munitions resilience, and capability to win battles at future-facing rates. We are excited to begin a new phase of our partnership with MBDA in the field of complex weapons.”
According to the MOD, the PMA2 agreement includes a decade of experience in training, productivity improvements through enhanced commercial agreements, accelerated procurement processes, and ongoing production readiness.
